New rules for drones in the open category – Drone Regulation 2024

From 2024 onwards, new regulations will apply to the sale of drones in Switzerland and the entire EU. According to the 2024 drone regulations, only drones with a C-class designation may be placed on the market. This does not only affect manufacturers like DJI, but also importers and dealers. Most drone applications, such as roof surveys, inspections, and thermography, can continue to operate in the open category.

What does the C-class designation mean?

The C-class designation describes technical characteristics such as maximum takeoff weight, noise level, and safety requirements. It also determines whether the drone falls into subcategories A1, A2, or A3.

What will happen to existing drones?

Existing drones without a C-mark will either be reclassified into category OPEN A1 or OPEN A3 assigned:

• Drones under 250g may continue in the category OPEN A1 Flights can be conducted with few restrictions, even near people and residential areas.
• Drones over 250 g From 2024 onwards, they will only be allowed in the stricter category. OPEN A3 will be flown to ensure that no uninvolved persons are endangered.

Remote identification of drones using Remote-ID

From January 1, 2024, drones in the “Special” category must be equipped with a remote identification system.

Why is the remote ID important?

The increasing number of drones in the airspace poses risks such as uncontrolled flights in sensitive areas. Remote ID enables effective identification and tracking of drones to improve airspace surveillance and ensure public safety.

What data is being sent?

• Drone serial number
• Pilot's e-ID/UAS operator number
• Drone position data including altitude information
• Flight direction and speed of the drone
• Pilot's position or drone's starting point if the pilot's position is unknown.
• GPS time/timestamp of the current data record
• Type/model of drone/designation

How does a drone's remote ID work?

The drone sends and receives data via Bluetooth 4, Bluetooth 5, Wi-Fi Beacon, and Wi-Fi NAN. This information can be received by devices with compatible technology and displayed using software such as the Drone Scanner app from Dronetag.

What DJI Do drones currently support the remote ID required by law?

Who is a drone operator?

A drone operator is any natural or legal person who owns or leases the drone(s). You can be both a drone operator and a remote pilot if you are also the person actually flying the drone. However, you can also be a remote pilot without being a drone operator, for example, if you work as a pilot for a company that offers drone services. In this case, the company is the drone operator and you are the remote pilot.

If you have purchased a drone to fly in your free time, you are both a drone operator and a remote pilot.

If you have purchased a drone as a gift, the person who receives the gift and then flies the drone is the drone operator and the remote pilot.
